Simulation on implementing the cross-border healthcare directive


This cross-border healthcare simulation was organised by the European Social Observatory (OSE), the European Health Management Association (EHMA) and the Association Internationale de la Mutualité (AIM), with support from the Belgian National Institute of Health and Disability Insurance (NIHDI).  It brought together participants from Belgium, the Netherlands, Luxembourg, France, Germany and Spain to work through specific case studies on how the cross-border healthcare directive might be implemented; I helped to facilitate the day, together with Professor Francis Colardyn, former chief executive of the University Hospital of Ghent.  

The discussion threw up a lot of open questions, including some unexpected issues, and showed the risk of the different actors passing responsibility to each other that can leave patients somewhat confused amidst them all.  This was a valuable exercise, and one that all Member States could benefit from as the 2013 implementation deadline for the directive looms.  See more information about the event and the conference on the next day here.
